Federal Spending Plans

  • Approved Spending Plan for ARP Funds – Details on how American Rescue Plan (ARP) funds will be allocated over the next few years (approved on January 26, 2022)
  • Draft Plan for American Rescue Plan (ARP) Funds (2021-24) – This is a spending plan outline for more than $4 million in federal funding to be spent before September 30, 2024.   • HCSD Title Grant Allocations 2023-24 School Year The Every Student Succeeds Act (ESSA) is federal legislation that provides New York State with an opportunity to leverage significant federal resources in support of New York State’s commitment to providing equity, access, and opportunity for all students. There are several Title funding streams within ESSA: Title I, Title II, Title III, Title IV, and Title V. A school district’s Title allocations are based on its annual student count data submission, and the student counts and poverty data obtained from the U.S. Census.

School Improvement Plans (Title I)

Understanding NYS Accountability
New York State’s accountability system is grounded in the Every Student Succeeds Act (ESSA) and implemented by the New York State Education Department (NYSED). Its purpose is to identify schools that need support, ensure equitable outcomes for student subgroups, and require continuous improvement planning.
The Hudson City School District has been identified as in need of  Targeted Support and Improvement (TSI). TSI focuses on student subgroups, not the whole school. A school is identified for TSI when one or more student subgroups consistently underperform compared to state expectations, even if the school’s overall performance is acceptable.
