Federal Spending Plans

  • HCSD Title Grant Allocations 2023-24 School Year The Every Student Succeeds Act (ESSA) is federal legislation that provides New York State with an opportunity to leverage significant federal resources in support of New York State’s commitment to providing equity, access, and opportunity for all students. There are several Title funding streams within ESSA: Title I, Title II, Title III, Title IV, and Title V. A school district’s Title allocations are based on its annual student count data submission, and the student counts and poverty data obtained from the U.S. Census.
