The Hudson School District Board of Education convened on Tuesday, March 11, 2025. The session brought together board members, administrators, and community stakeholders to discuss critical district initiatives ranging from the 2025-2026 budget to facility improvements and student engagement.
Community Budget Workshop
Dr. Pennyman presented the first draft of the 2025-2026 budget during an in-depth workshop led by Ms. Anita Murphy, a retired district superintendent from Capital Region BOCES. Key points included:
- Tax Cap Levy & Revenue: Ms. Murphy explained that while the district has historically underutilized the tax cap levy, moving to the cap could narrow the current budget gap—from $1.74 million down to an estimated $1.3 million.
- Rising Costs & Flat Revenue: Despite an expected two percent state aid increase, rising transportation expenses and declining enrollment have created challenges, prompting calls for a multi-year strategic plan.
- Budget Adjustments: The draft budget rolls forward most current programs with minor adjustments, including the elimination of one staff position and increased transportation funding, which has been historically under-budgeted. Future presentations will address unknowns and further refine the proposal.

Food Service Update
Lisa McGovern, Food Service Director, alongside Jeff Brown from the Capital Region BOCES Shared Food Service Program, highlighted the district’s successful shared service model. Now serving 36 schools, the program has significantly boosted student participation—with lunch enrollment soaring to 70%—and introduced innovative culinary offerings such as the Grab & Go cooler, signature Hudson Hot Pocket, and creative dishes like Smash Potato Nachos. McGovern’s collaborative initiatives with local farms and classroom projects have also enhanced the program’s appeal and nutritional quality.
Facilities Improvements & Energy Initiatives
Tyler Kritzman outlined comprehensive facility improvement recommendations, including:
- Capital Projects: Proposals for renovations addressing safety upgrades, sidewalk repairs, and enhancements to athletic and emergency facilities, all underpinned by a building condition survey.
- Energy Performance Contract: In partnership with industry experts, the district is reviewing an energy performance contract aimed at securing fixed-price improvements, guaranteed energy savings, and eligibility for State aid.
Student Initiatives & Representative Reports
Halima Hotbani, Vice President of the Student Council, provided an energetic update on upcoming student events and competitions. Highlights included:
- Participation in Model UN at Bard on March 29.
- Athletic events such as dodgeball and court tournaments.
- Exciting plans for prom and senior trips, with details on off-campus events and fundraising initiatives.
Additionally, a field trip presentation showcased plans for a Bronx Zoo excursion designed to support English Language Learners (ELLs), emphasizing experiential learning and community engagement.
Superintendent’s Report
Dr. Pennyman celebrated outstanding staff contributions through the Spotlight on Excellence awards, recognizing educators and support staff for their innovative efforts—from grant writing for classroom projects to exemplary support in technology and facilities management. Her superintendent update also touched on:
- District-wide technology upgrades and cybersecurity training.
- Staff wellness initiatives and collaborative community engagement efforts.
- Detailed updates from various departments outlining improvements in human resources, instructional support, and facility enhancements. The successful March 7 Superintendent’s Conference Day was also highlighted by Dr. Kortright-Torres and Ms. Rabinowitz.
Other Actions
The Board approved key personnel appointments and consensus agenda items. Follow-up sessions are scheduled for March 25 and April 8, 2025, to further address budget finalization, facility projects, and policy updates.
