
Dear Hudson City School District Families,
As you may have heard, Governor Kathy Hochul has introduced a statewide plan to limit smartphone use during the school day for K-12 students as part of the Executive Budget. This new proposal is being used to promote distraction-free learning environments in school districts across New York state.
It is important to note that at this time, the Executive Budget has not been passed. Although this initiative is not currently mandated, the District is proactively preparing for its approval and will collaborate with the Board of Education to develop a policy that aligns with the Governor’s directive. We will know more in the coming weeks and will keep the community informed of any changes.
The Governor’s “More Learning, Less Scrolling” proposal includes the following key elements:
- Prohibiting unsanctioned use of smartphones and other internet-enabled personal devices during the entire school day, including lunch and study periods. It is very important to know that this is not just for smartphones, but also includes smart watches, tablets, and other personal devices.
- Allowing schools to develop flexible plans for safely storing phones during the day, with state-provided funding available for storage solutions. At this time, storage solutions have not been identified.
- Providing options for parents to contact their children during school hours.
- Exemptions for students with medical or academic needs, such as those outlined in an Individualized Education Program (IEP).
This new policy, if passed, would take effect starting in the 2025-26 school year and school districts would have to have a Board-approved policy in place by August 1, 2025. Many school districts in our area have implemented similar policies recently and have reported a positive overall experience that includes decreased behavioral issues.
